Two Successful Ballot Measures

Prior to 2022, CliffordMoss had successfully partnered with the City of Colton to provide information only regarding their Measure V Utility Revenue Transfer Tax. Voters overwhelmingly said “yes” with 65% support. Just a few years later in 2022, just like many Cities still catching up since the great recession, it was clear they may need to explore additional funding from the local community.
We teamed up with City Staff once again, some we had built strong relationships with before, to provide information only regarding Measure S – a 1% General Sales Tax Measure. We
built on what we knew had worked in the past, while adding new communications tools. Proven tools included information in regularly scheduled bill mailings, a pamphlet for community conversations, newsletter content, a fact sheet, and FAQ.
As we had done in the past to reflect community needs, we included all information about Measure S in Spanish as well. New to this engagement was additional emphasis on online and digital engagement with both a digital display for Facebook and
Instagram in both English and Spanish.
The City of Colton voters once again said YES with 66.7% supporting Measure S!
